Effective July 2025, the State of Florida no longer requires a permit to wholesale or distribute
cigars to licensed alcohol or tobacco retailers. As a result, cigar wholesalers are no longer required
to file Alcoholic Beverage and Tobacco sales reports with the Florida Department of Revenue, beginning
with fiscal year 2025-26.
